Ahhh! The sweet taste of hardware and software flaws. (Every platform had them lol)
Linux has also overshadowed BSD. Diversity matters, but so do standards. Code interaction contracts (think APIs and syscalls) are the glue to make a program that will run on a lot of diffrent software/hardware stacks (like diffrent OSes and hardware combinations). Sadly specific implementation diffrences make the genaric contracts (like UNIX/POSIX) unable to be implemented pefectly.
Kinda, theres actually multiple chained together. All of them handing control over to software more complicated than the last. The end goal is to load and hand control over to a kernal on stored on a writable storage media. The one on the eeprom is the first one (the BIOS).

For my machines, i would be forced to use windows if the smart people didnt make proton and wine. Otherwise Ms puts you in a bind where you put up with it or lose access to software. EXEs hold any software hostage thats not also compiled for other platforms.

Is that all processes or is that kernal reserved RAM? (which could be for cached writes, open file cache, etc…)
I developed in a linux enviorment on a chromebook before, its okay, even in developer mode, i still felt restricted in what I could do. (Remeber, ARM isnt x86, make shure you get things compiled for ARM if possablez) If id be less crashy, it may be better. Youd have to be affixed to a google account tho.
An aside, You can make KDE feel like that, but youd know every hairbrain behavor because you did it yourself.

Honestly, whyd they never think to use a seprate home partition or setup quotas or fix hdd expectations to prevent errors bricking the desktop.
Usually if its a boolean or nullable, a good config file will have a
# uncommemt this line to enable this feature/disable this feature/bind to this IP address/give this thing a name
that is at least vaugely hints what the option does. But yes, its still fairly annoying.
